The Colorado Department of Human Services (CDHS) recognized ten County for 2020 C-Stat Distinguished Performance. The county’s outstanding performance efforts were tied to programs that help Coloradans, including helping more local families move toward a stronger economic future by connecting Coloradans with meaningful work opportunities and workforce development programs, delivering crucial food and energy assistance in a timely manner and keeping vulnerable adults and children safe.
“2020 was a year full of challenges, growth, and comradery. It brought unprecedented change, and it also brought unprecedented dedication, commitment and achievement from our county partners,” said CDHS executive director Michelle Barnes. “The following counties are leading the way as top performers by delivering fast and consistent services, especially during the pandemic. I am proud of each county in supporting people slipping into poverty and those already in it, keeping kids and seniors safe, and supporting families while out of work and out of school.”
C-Stat is a performance management tool that allows CDHS to better focus on and improve performance outcomes that enhance people’s lives. The Distinguished Performance Award recognizes counties that are timely, safe and accurate in work and meeting goals. Counties that meet their goals are more likely to be meeting the needs of individuals and families in their community, and more likely to have higher completion rates of applications.10 counties received a 2020 C-Stat Distinguished Performance Award.

- At number 10 we have Broomfield county meeting 71.2% of C-Stat goals in the 2020 calendar year. Broomfield county is a first time distinguished performer! Congratulations Director Casey and staff!
- At number 9, we have Weld county meeting 71.9% of C-Stat goals in the 2020 calendar year. Weld county is also a first time distinguished performer. Congratulations Director Ulrich and staff!
- At number 8, we have Eagle county meeting 72.6% of C-Stat goals in the 2020 calendar year. This is Eagle county’s 7th time receiving this award! Way to go Director Burch and staff!
- At number 7, we have Archuleta county meeting 72.8% of C-Stat goals in the 2020 calendar year. This is Archuleta county’s 4th time receiving this award! Congrats Director Dodson and staff!
- At number 6, we have Sedgwick county meeting 75.3% of C-Stat goals in the 2020 calendar year. This is Sedgwick county’s 7th time receiving this award! Way to go Director Thode and staff!
- At number 5, we have Gunnison county meeting 76.6% of C-Stat goals in the 2020 calendar year. This is Gunnison county’s 4th time receiving this award! Congratulations Director Reynolds and staff!
- At number 4, we have Yuma county meeting 78.9% of C-Stat goals in the 2020 calendar year. This is Yuma county’s 8th time receiving this award! Awesome job Director Hoover and staff!
- At number 3, we have Rio Blanco county meeting 80% of C-Stat goals in 2020 and most improved! This is Rio Blanco county’s 4th time receiving this award! Congrats to Assistant Director Bofinger and new Director Murry and staff!
- At number 2, we have El Paso county meeting 83.3% of C-Stat goals in the 2020 calendar year. This is El Paso county’s 2nd time receiving this award! Awesome job Director Krow and staff!
- And, drumroll please...At number 1 we have Dolores county meeting 87.5% of C-Stat goals in the 2020 calendar year. This is Dolores county’s 6th time receiving this award! Congratulations Director Evans and staff!

C-Stat is a performance-based analysis strategy that allows every program within the Colorado Department of Human Services to better focus on and improve performance outcomes. By identifying areas of focus, CDHS determines what is working and what needs improvement. By measuring the impact of day-to-day efforts, we are able to make more informed, collaborative decisions to align our efforts and resources to affect positive change.
