DENVER (September 16th, 2024) - Following the announcement of the agency’s Five Priorities in July, the Colorado Behavioral Health Administration (BHA) is proposing new sets of rules to transform and improve the way people in Colorado receive behavioral health care. These rules will help set the expectations for providers and recipients of behavioral health services, and in addition, increase access to, and the quality of, safety net services across the behavioral health continuums in our state. The Behavioral Health Safety Net is a collection of critical behavioral health services that all people in Colorado, including our most vulnerable and high-needs populations, can access where they live, when they need them.

“Our goal at BHA is to ensure that all people in Colorado have the opportunity to co-create a behavioral health care system that reflects their needs and experiences,”  said BHA Commissioner Dannette R. Smith. “These proposed rules enhance BHA’s authority to improve access to services and high-quality care that take into account the diverse cultures and needs of communities across the state. We look forward to engaging directly with the people that these rules are intended to serve, and to answer their questions and hear their feedback in advance of formal hearing processes later this year.”

There are three “categories” of rules that support the expansion of the behavioral health safety net: System Rules, Administrative Rules, and Provider Rules. BHA invites community members, including health care providers, to preview the rule drafts and join one of the scheduled in-person or virtual meetings to share their feedback:
