December 03, 2025: The Behavioral Health Administration (BHA) is seeking public comment through December 26, 2025, on Colorado’s Annual Synar Report for Federal Fiscal Year 2026. The annual Synar report details trends in sales of tobacco to minors and Colorado’s compliance with the Synar Amendment, which is a requirement of the Substance Use Prevention, Treatment and Recovery Services Block Grant.
The Substance Abuse and Mental Health Services Administration (SAMHSA) disburses block grant funding to states and territories, and SAMHSA’s Center for Substance Abuse Prevention (CSAP) monitors states’ compliance with the Synar Amendment. States are required to provide public notice before submitting the Annual Synar Report and interested stakeholders are invited to comment.
Mandated by Congress, the noncompetitive block grants provide funding to states and territories for behavioral health services and funds are intended for four purposes:
- Treatment and support services for uninsured or underinsured individuals
- Treatment and support services that are not covered by Medicaid, Medicare, or private insurance
- Prevention activities and services for individuals not identified as needing treatment
- Collect data to determine the ongoing effectiveness of the statewide behavioral health system
BHA is the state agency responsible for administering the federal block grant programs and using funds to support the people of Colorado in need of behavioral health services.
